The Route to the Norwegian Driver’s Licence (Category B)

Getting your Norwegian driver’s licence is a step-by-step process. Here’s how to get started:

🎯 Main Goals for Category B Driver Training

After completing the full driver training for Category B, the learner driver should have the necessary competence to drive a car responsibly. This includes:

✅ Safe driving – minimizing risk and preventing accidents

🤝 Proper interaction – cooperating well with other road users

🚦 Efficient traffic flow – contributing to smooth and predictable traffic

🌱 Consideration for health, the environment, and others – driving in a way that respects people and surroundings

The training aims to develop not only knowledge and technical skills, but also self-insight and a strong understanding of risk in traffic.

🚦 Step 1: Basic Traffic Course

Your starting point for driver training in light vehicle categories

This course provides the foundation for all learner drivers and must be completed before you can begin practical driving (unless you're over 25).

Total duration: 14 school hours (14 × 45 minutes)
Schedule: Spread over 4 evenings
Price: NOK 2,300
Required for: Learners under 25 years

👥 Learners Over 25
If you're 25 or older, you only need to complete:
First Aid Training (4 × 45 minutes) – NOK 1,000
Driving in the Dark Course (3 × 45 minutes) – NOK 2,000
(Available only from October to March)

You may begin private practice or drive with a school using:

A valid ID
A red "L" plate
An extra mirror for the accompanying driver


🚦 Step 2: Basic vehicle and driving competence

In this step, the learner focuses on mastering the technical control of the vehicle, without the added complexity of traffic. The goal is to build solid driving skills that form the foundation for safe, economical, and eco-friendly driving.
Learners will also gain basic knowledge about the vehicle, the driver’s responsibilities, and key factors related to human behavior and road conditions.
There is no set number of hours for this step. The training is tailored to each learner’s needs and opportunities for practice.

End-of-step assessment
Before moving on to Step 3, the learner must complete an end-of-step assessment in line with Section 7-5 of the Regulations. The learner reflects on their own progress and evaluates whether the goals have been achieved. The instructor will also provide a professional recommendation on whether the learner is ready to continue to the next step.

Costs on level 2:
Driving lessons 900,- per 45 mins (amount is skill based)
Mandatory end-of-step assessment 900,-

🚦 Step 3: Proficiency in traffic

In Step 3, the focus is on developing the learner’s ability to drive safely, confidently, and independently in varied traffic environments. The training includes practical driving, understanding road traffic legislation, and adapting to different road and weather conditions.
By the end of this step, the learner should be able to drive independently and nearly meet the requirements for the official driving test. There is no fixed number of hours for this step – the training is tailored to each learner’s experience and opportunities for practice

End-of-Step Assessment
Towards the end of Step 3, the learner must complete an assessment in accordance with Section 7-5 of the Regulations. Based on their own performance, the learner evaluates whether the goals have been achieved and if they are ready to move on. The instructor will also provide a professional recommendation on whether the learner is prepared for the next step

Mandatory Safety Course on Track
All candidates for the category B driving license must complete a Safety Course on a practice track. This full-day course includes both theory and practical driving exercises that cannot be performed on public roads. The course is designed to strengthen the learner’s ability to avoid accidents and handle challenging driving conditions, such as slippery surfaces. We usually conduct this course at NAF’s track in Hønefoss, and it is scheduled towards the end of Step 3.

Driving lessons 900,- per 45 mins (skill based amount)
Skid pad course 5100,- plus track fee 1500,-
Mandatory end-of-step assessment 1200 ,-

🚦Step 4: Final Training

In the final step of driver education, the focus is on developing the learner’s understanding of risk and self-awareness in traffic. This step helps prepare the learner for safe, responsible, and independent driving.

Mandatory safety course on the road
All candidates for the category B driving license must complete the safety course on the road. This course includes:
5 x 45 minutes of theory
8 x 45 minutes of practical driving
The course is conducted over several days

Cost: NOK 12,000

The course provides valuable experience in real traffic situations and strengthens the learner’s ability to avoid accidents. It is designed to complement regular driving practice and cannot replace it.

Recommended Driving Practice
The Norwegian Public Roads Administration recommends that learners have driven at least 2,000 km before booking the practical driving test. This practice can be gained through:
- Driving lessons with a certified driving school
- Private practice with an accompanying driver
- A combination of both
